The output to excite the LEDs behaves like a current source of 300mA approx.
It means that the current tries to be constant and it is the output voltage that varies. This can down even to 118V.
When there is not enough loads in the exit, the source of LEDs has hiccups. (From 800 ohm approx.)
The hiccup manifests like this: the Drive LED + se activate and rises to 322V (completely without load).
At that time the whole source is turned off, with a voltage high (3V approx.) by pin 9, which immediately returns at 0.1V. Notwithstanding the source Drive LED + delay seconds to restart. The sample of OVP (Over Voltage Protection) comes to the integrated by leg 12.  But if it registers short, it is completely inhibited, both Drive LED +, as Drive LED - (0V in both outputs), and as soon as the short disappears, the source restarts.
When registering short, pin 6 goes up to 11.2V. The 14 goes down to 2V.  The maximum current is around 0.33A, when the exit of Drive LED+ is so minimal, that it only exceeds by 3V to the input source.

If the voltage at pin 13 drops to 0V, the source Drive LED + is suspended. If the 116V exist, the LEDs they lower the brightness but they do not extinguish.
That means the Drive LED- is still active Without RL it delivers fluctuating 315. Drive LED + works, but
Drive LED- is suspended.
